What turnkey really means
In theory, the contractor takes the whole path: clarifying requirements, design, development, publishing in the stores and handing everything over to you. You don't stitch together parts made by different vendors.
In practice the term has no standard. Two quotes with the same line, "turnkey app", can differ widely in scope. So compare proposals by what is listed inside them, not by the total at the bottom.
What a complete mobile app project includes
A full project almost always contains the blocks below. If one is missing from a quote, ask whether it is covered elsewhere or simply not included.
- Analysis: processes, user roles, scenarios and the scope of the first version.
- Prototype and design for iOS and Android, including the icon and every screen state: errors, empty lists, no connection.
- The app itself, with the platforms and minimum OS versions named explicitly.
- Backend: API, database, business logic, push notifications, file storage.
- An admin panel where your staff change the catalog, prices and promotions and see orders without calling a developer.
- Integrations: Payme, Click, Uzum, a CRM or accounting system, SMS gateway, maps, delivery services.
- Testing on real devices, including the budget Android phones many customers in Uzbekistan use.
What is often left outside the quote
The most frustrating disputes come from things that seem obvious. Agree on who is responsible for each before signing.
- Texts and translations into Uzbek and Russian.
- Product photos and catalog content.
- Developer accounts for the App Store and Google Play, and their fees.
- Server and third-party service costs after launch.
- A privacy policy and user agreement.
- Promotion: installs do not appear on their own, so you need Instagram, Telegram channels, paid ads or search to bring users in.
What to write into the specification and contract
A list of works becomes an obligation only when it is written down. At minimum, the specification should cover user roles and their actions, the screens of the first version, a separate list of features deliberately postponed, supported platforms and interface languages, admin panel functions point by point, and integrations with a note on who provides access to payment providers.
Also define how changes are handled. You send a request, the contractor estimates its effect on timing and cost, and both sides sign an addendum. Without this, every new idea becomes an argument about whether it was part of the original scope.
Warranty and support are different things. A warranty means bugs in the delivered features are fixed free of charge. Support covers updates for new iOS and Android versions, server monitoring and small improvements, and it is usually paid separately. Both belong in the contract with clear response times.
How to vet a contractor and accept the result
Ask to see published apps and download them yourself. Find out who builds the backend and the design, whose name the developer accounts are registered under, and how often you will receive test builds. The accounts and source code must belong to you; otherwise the app effectively stays with the contractor.
Accept the work in stages: prototype, design, feature builds, final version. Walk through the main scenarios yourself, from sign-up to paying with Click or Payme. Final acceptance comes after publication, once the code, documentation and all access have been handed over.
Warning signs include a single line reading "app development" with no breakdown, no backend or admin panel, no testing phase, and no procedure for changing scope.
Do you need an app right now
For many businesses in Uzbekistan the first product does not have to be an app. Customers already spend their time in Telegram and are used to ordering there and paying through Click or Payme. A bot with a catalog, requests and broadcasts launches faster, costs less and is an easier way to test demand. If people use it, you gain real scenarios and data for a future app.
An app makes sense when you need frequent repeat orders, a loyalty program, camera or geolocation features, or deep integration with your accounting system. In other cases, start with a bot or a website and return to the app later.

FAQ
What does turnkey mobile app development include?
Analysis, design, the mobile app, a backend with API, an admin panel, integrations, testing, store publishing and handover of code and access. The exact scope must be written into the specification.
Why do app quotes differ so much?
Usually because the scope differs. A cheaper offer may leave out the server, admin panel, testing or publishing. Compare the lists, not just the totals.
Whose name should the App Store and Google Play accounts be under?
Your company's. That way the app stays under your control even if you change contractors later.
Can I start with a Telegram bot instead of an app?
Yes, if your customers already talk to you in Telegram. A bot is quicker to launch, cheaper, and lets you test demand before investing in a full app.
