Platform approval is not legal approval
Many business owners assume that once an ad clears moderation, the legal side is covered. It isn't. Meta reviews ads against its own policies. An ad shown to people in Tashkent, Samarkand or Fergana must also follow Uzbek legislation, and the advertiser is the one responsible for what it says.
The core document is the law on advertising. Around it sit rules on consumer protection, personal data, the state language, competition and sector-specific regulation. Laws change, so check current versions on lex.uz and bring in a lawyer for anything unclear. This article is not legal advice. It is a map of the questions to ask before you launch.
Honest claims and clear terms
The general principle is that an ad must not mislead. Most problems come from bold wording and missing conditions.
- Don't promise results you can't back up.
- Avoid "best", "number one" or "first in the city" unless you can support them.
- State promotion terms in full: dates, limits and what the price in sums actually includes.
- Don't compare yourself to competitors unfairly.
- Show the real product, not an idealised version of it.
Restricted categories
Some categories carry special requirements or bans: alcohol, tobacco and nicotine products, medicines and medical services, financial services, gambling and weapons. A clinic, for example, will typically need a licence and restrained wording with no promises of a cure. A loan offer shouldn't be framed as guaranteed approval.
If your niche is anywhere near this list, read the specific rules before writing creatives. Fixing a live campaign costs more than checking the copy first.
Lead forms, customer lists and personal data
Uploading a customer list to build a lookalike audience, retargeting and collecting phone numbers through a lead form all involve processing personal data. Uzbek law sets requirements around consent and around where citizens' data is stored.
Before you upload a list to Ads Manager, talk to a lawyer about the basis on which you collected it. In lead forms, link to a privacy policy and say why you need the number. If leads then flow into a Telegram bot or a CRM, check that path as well.
Language, influencers and third-party content
The state language legislation contains requirements for advertising materials. Bilingual Russian and Uzbek creatives are common, but confirm how the rules apply to you, especially if the same artwork also goes on a shop sign or banner.
A paid influencer integration is advertising even when it sounds like a personal tip. Viewers should understand it is paid: use the platform's paid partnership label and put responsibilities in the contract.
Use only music, fonts, photos and logos you have rights to. Publish before-and-after photos and customer reviews with the person's consent. Using someone else's trademark without permission invites a complaint.
Pre-launch checklist
Run through this for every campaign, especially in sensitive niches. A legal check during creative preparation costs far less than removed ads, penalties and reputational damage.
- Every claim in the ad can be proven.
- Promotion terms are complete and honest.
- The topic has been checked for special restrictions.
- Licences are in place where the activity requires them.
- Consent for using people's images is on file.
- Data collection and use were agreed with a lawyer.
- Copy in each language has been proofread by a native speaker.
Building the check into your targeting workflow
A simple habit works well: add a legal review step between the finished creative and launch. For a typical shop it takes a few minutes with a checklist. For a clinic or a financial company it means sign-off from a lawyer.
If an agency runs your ads, agree in advance who checks the copy and who owns consents and content rights. When markdev sets up Meta Ads in Uzbekistan, this check is part of preparing creatives. If you'd like to discuss your niche and launch, get in touch.
FAQ
If Meta approves my ad, is it legal in Uzbekistan?
Not necessarily. Approval means the ad meets platform policy. Uzbek legal requirements apply separately, and the advertiser is responsible for the content.
Do I need to label influencer ads?
Viewers should be able to tell the post is paid. Use the platform's paid partnership tool and set the terms and responsibilities in your contract with the influencer.
Can I upload my customer database to Ads Manager?
That is processing personal data, so consent and the personal data law matter. Discuss the legal basis for your list with a lawyer before uploading.
Where can I find the current text of the law?
On lex.uz, the national legislation database. Versions get updated, so don't rely on older summaries, and consult a lawyer in complicated cases.
