What each metric measures
CPA (cost per action) is ad spend divided by the number of target actions. An action can be a purchase, a sign-up, an app install, a subscription, an add-to-cart or a submitted request. CPL (cost per lead) is the same spend divided by the number of leads: people who left a contact by filling in a form, messaging you on Telegram or Instagram Direct, or calling.
So CPL is simply CPA where the action is "we received a contact". Every lead is an action, but not every action is a lead.
CPA vs CPL in practice
The difference matters when the customer journey is longer than one click. A shop selling on Uzum or on its own website counts the purchase: the buyer paid through Click or Payme and the action is complete. That is classic CPA. A clinic, a language school, a renovation company or a car dealer first receives a contact, and the sale happens after a manager talks to the person. For them CPL comes first, but the real goal is the cost of a customer.
If one campaign tracks several actions, report each in its own column: cost per lead, cost per purchase, cost per registration. A single "CPA" column that blends different actions explains nothing, because a subscription and a purchase are not worth the same.
Which metric to use and when
The choice depends on where the ad journey ends and who closes the deal.
- CPL: ads bring enquiries and a manager closes the sale, as in services, B2B, real estate, education and healthcare.
- CPA: the target action happens on a website or in an app, such as payment, registration or install.
- Both: you have enquiries and online payments, for example a free trial lesson followed by a paid course.
- Cost per qualified lead and cost per sale: you run a CRM and want actual return rather than an intermediate result.
Why a cheap lead can be expensive
CPL is easy to push down: shorten the form, promise a gift, keep the offer vague. Enquiries rise, sales do not. The usual culprits:
Take a beauty salon in Tashkent running a "big discount" ad. It collects plenty of Direct messages, but most senders only want the promotion and never return. An ad for one specific service brings fewer messages and more bookings. CPL favours the first ad; cost per customer favours the second.
- Irrelevant leads: the person misunderstood the offer.
- Accidental leads: the form was so simple it was filled in without thought.
- Unreachable leads: wrong or non-existent phone numbers.
- Duplicates: one person submitted several requests.
What counts as a lead in Telegram and Direct
In many niches in Uzbekistan people prefer messaging to filling in forms. Agree in advance what a lead is: any first message, or only a message with a concrete request. If every "hello" counts, CPL looks attractive, yet part of those chats end without the customer replying.
Track two numbers: cost per started conversation and cost per qualified conversation, where the person named a service, a deadline or left a phone number. The manager marks this in the CRM, so you see what real interest costs rather than what greetings cost.
Linking ad spend to sales
Next to CPL, always calculate three figures: cost per qualified lead (spend divided by leads the manager accepted as relevant), cost per sale (spend divided by sales that came from ads) and lead-to-sale conversion. This needs CRM data and regular reconciliation: the lead count in the ad account should match the number of enquiries in the CRM.
End-to-end analytics does this job. It shows the path from ad to payment and lets you compare channels by cost per customer. markdev sets up this kind of reporting. In parallel, improve lead quality: add qualifying questions to the form, state conditions clearly in the ad, respond fast, and feed information about who turned out to be relevant back to the ad platform.
Contracts and KPIs with agencies
If you pay per lead or per action, write down what counts as a lead, how duplicates and test requests are removed, who checks quality, and which source of truth wins: the ad account or the CRM. Without that, you may end up paying for junk contacts.
Making CPL the only KPI for a contractor is risky, because it rewards volume over quality. Cost per qualified lead or cost per sale is a safer target. If you want to build this kind of tracking for your business, you can discuss the task with the markdev team.
FAQ
What is the main difference between CPA and CPL?
CPA is the cost of any target action, while CPL is the cost of a lead specifically, meaning a potential customer's contact. CPL is a special case of CPA.
Which matters more for a service business?
Start with CPL, but steer by cost per qualified lead and cost per sale, because the deal closes after a manager speaks with the customer.
Why doesn't a low CPL guarantee profit?
Cheap enquiries are often irrelevant, accidental, duplicated or have wrong numbers. The share of leads that become sales shows real efficiency.
Should a Telegram message count as a lead?
Decide in advance: any first message, or only one with a specific request. It helps to count started and qualified conversations separately.
