How to Set Up Facebook Retargeting: Step-by-Step Guide

If you want to know how to set up Facebook retargeting, the idea is simple: show ads to people who already visited your website, opened your profile or watched your video but did not leave a request. You build it in Meta Ads Manager, and the ads run on Facebook and Instagram alike. Here is a practical order of work for a business in Uzbekistan.

Why retargeting matters

Customers in Tashkent or Samarkand rarely buy on the first contact. They see an ad, open your site or Instagram page, compare a few competitors, postpone the decision and forget. Retargeting brings them back while you are still fresh in their minds.

It often produces leads at a lower cost than cold ads, but check that against your own numbers. Keep one limit in mind: retargeting audiences are fed by cold traffic. If acquisition stops, the pool of people to bring back shrinks quickly.

What to prepare first

Audiences stay empty without data sources, so check these before you build anything.

  • The Meta Pixel is installed on your website and sends events such as page views, leads and add to cart
  • Your Facebook Page and Instagram account sit in the same business portfolio
  • You have videos or ad creatives that people have already watched
  • You know your segments: who you are bringing back and with what message
  • The pixel cannot see Telegram chats, so for those channels rely on Instagram and video audiences

Facebook retargeting setup: building the audiences

Everything rests on Custom Audiences. Open the Audiences section in Ads Manager, choose to create a custom audience and pick a source. Name each one clearly, for example “website – service page – 30 days”, or you will be lost within a month.

Set a retention window for each source. The hotter the action, the shorter the window should be.

  • Website: choose your pixel and a rule — all visitors, specific pages or a particular event. Useful segments are people who viewed a service page or started checkout without paying
  • Instagram and Facebook: profile visitors, people who messaged you in Direct, saved or engaged with a post. This is the main option if you have no website
  • Video: people who watched a clip for a set time or share. Viewers who stayed to the end are warmer than those who scrolled past in seconds
  • Lead form: people who opened the form but did not submit it, a warm segment for a reminder
  • Customer list: a contact file uploaded only with a lawful basis and customer consent. It is used for exclusions and repeat sales

Ad set, exclusions and audience expansion

Create a separate ad set for retargeting and select your custom audiences in it. You can combine several close audiences if one is too small.

Add exclusions: people who already bought or submitted a request, your staff, and audiences from later funnel stages. In cold campaigns, do the opposite and exclude your retargeting audiences so you do not pay twice for the same people.

Also check automatic expansion. With Advantage+, a custom audience may act as a suggestion rather than a hard boundary, and your ads can reach people who have never heard of you. For strict retargeting, review the audience control settings.

Windows, frequency and creatives

The window follows how fast people decide: abandoned cart means days, website visitors mean weeks, profile engagement means months. These audiences are small, so one ad wears out fast. Watch frequency and swap creatives when cost per result climbs.

Your message should differ from cold ads. People know you already, so skip the introduction and show:

  • customer reviews and stories
  • answers to common doubts: price, timing, guarantees
  • details that were missing in the first ad
  • a clear next step: a button, Telegram or a phone number

Example set for a training center

Imagine a training center in Tashkent with a website and Instagram, taking requests through a form and Telegram. A basic set: visitors of course pages over the last month; people who opened the lead form without sending it; viewers of teacher videos; people who wrote in Direct; and the student database for exclusion. Three ad sets are enough: a warm one introducing the teachers, a hot one inviting people to a trial lesson, and a separate one for those who left the form unfinished.

How to check that it works

After a few days, look at audience sizes. If they are tiny, extend the window or merge conditions. If the website audience is empty, confirm that pixel events arrive and that the page URL in the rule is correct.

Then compare the cost per lead from retargeting with your cold campaigns and estimate how many requests came from returning people. FAQ

Do I need a website for Facebook retargeting?

No. You can build audiences from Instagram profile visitors, people who messaged you, video viewers and lead forms. A website with a pixel simply adds another source.

Why is my custom audience not filling up?

Usually pixel events are not arriving, the account is not connected, or the page URL in the rule is wrong. A new audience also needs some time to populate.

How often should I change retargeting creatives?

Follow frequency and cost per result. If frequency rises and leads get more expensive, it is time to refresh the ads.
